I saw features listed as "under review" with only one vote, whereas others with 3-4-5 seemed ignored. Does "under review" mean something else than I think it does?

"Under review" for us is the first step in the product pipeline. Those ideas are checked whether they are technically feasible and are aligned with our overall product strategy.
Tickets that are not "under review" have not yet entered that stage, which does not mean that they are ignored, but might require some more thinking first.
