Optimized Time Remains 9:00 AM
Even with the new update, the optimized time for all recipients is still 9:00am.

I'm also suffering from this bug, and it's for every recipient, including my wife -- who I have been emailing for over 13 years.
Optimized delivery time is based on previous tracked emails sent to a recipient. If you (or others) have not sent any tracked emails to a recipient, we use a global optimized time, which can be 9:00 for your case.
