"Follow-up" is done only when those on the "TO:" line have all replied

I thought I was losing follow-ups... When I send an email and add a "follow-up" date and time, the TO: individual(s) should "own" the follow-up(s) And a follow up should only get flagged as "complete" when ALL addresses in the "TO:" have replied. Those on the "CC:" are "For your information only". I found out the hard way that if ANY email address responds to the email, the follow-up gets flagged as "done", so I was missing a lot of follow-ups.
